Exemptions from Diploma Assessment Requirements for Major Life Events
Dear Newburgh Enlarged City School District Community,
We are writing to inform you that the New York State Board of Regents has officially approved the Amendment of Sections 100.5(a) and (b) and 100.4(d) of the Regulations of the Commissioner of Education, which relates to exemptions from diploma assessment requirements due to major life events.
This important change allows the Commissioner of Education to grant individual student exemptions from required diploma assessments when a student has experienced a major life event that significantly impacts their ability to take or perform on state assessments. Examples of such life events may include, but are not limited to, serious illness or injury, the death of a close family member, displacement due to natural disaster, or other extraordinary circumstances.
Key Points of the Amendment:

Exemptions will be considered on a case-by-case basis.

Students must provide appropriate documentation of the qualifying event.

The goal is to ensure that students are not unfairly penalized for circumstances beyond their control while maintaining academic integrity.
We view this as a positive and compassionate step forward in supporting students’ educational progress and well-being. Our district will work closely with students, families, counselors, and school leaders to implement this policy thoughtfully and equitably.
